WhatsApp Business API Requirements: What You Need Before You Start

Before you register a number on the WhatsApp Business API, check that you have the right phone number, a Meta business portfolio, a display name Meta will approve and customers who agreed to hear from you. This checklist covers each one, and our team can help with any of them.

1. Phone Number Requirements

To send and receive messages on the WhatsApp Cloud API, you need a dedicated phone number that satisfies Meta's technical prerequisites:

  • A number you control: It must be able to receive a 6-digit verification code by international SMS or automated voice call during setup.
  • A number that isn't blocked: Numbers previously flagged, restricted, or banned by Meta for spam policy violations cannot be onboarded.
  • Existing number options: If your number is on the WhatsApp Business app, you may be able to use coexistence and keep the app active on your phone. If it's on the regular consumer app, you can switch or migrate. Follow our guide to using your existing number on the WhatsApp API.
  • Mobile, landline, and virtual numbers: Most mobile numbers work smoothly. Landlines and virtual numbers can work if they can receive the verification call or SMS, but Meta can still reject a number, so test before you plan around it.

2. Meta Business Portfolio Requirements

The WhatsApp Business API is managed through Meta's enterprise infrastructure:

  • Admin access: You need admin rights to your company's Meta business portfolio (formerly Meta Business Manager, linked to Meta Business Suite).
  • Two-factor authentication (2FA): Must be turned on for all administrators in your business portfolio for account security.
  • Business verification: You can start without it on initial messaging tiers, but verification raises your messaging limits and is needed for features such as the blue tick. Documents usually include your business registration certificate (such as GST or incorporation papers) and proof of your business address or website. Meta decides what it accepts, so check the current list.

3. Display Name Rules

Your display name is the name customers see in WhatsApp chats and headers:

  • Clear brand association: Your display name should match your legal business name or the public brand name displayed on your official website.
  • Avoid generic terms: Avoid purely descriptive names (e.g., "Online Clothes") and names that imitate other brands.
  • Meta review process: Meta reviews every display name submission. If a display name is rejected, you can adjust the name and resubmit directly in Business Manager.

4. Opt-In and Message Templates

You must have permission to message each customer, for example through a tick box on a website checkout form, a chat they initiated, or a Click-to-WhatsApp ad.

5. Messaging Limits and Quality

Meta limits how many unique customers you can initiate conversations with per 24-hour window, scaling automatically from 250 → 1,000 → 10,000 → 100,000 to Unlimited as your sending volume and quality rating grow.

Poorly received messages (marked by high blocks or spam reports) can lower your quality rating and lead to temporary messaging limits. Always ensure your audience has explicitly opted in and provide an easy opt-out mechanism.

6. What You Can and Can't Send

Meta's Business Messaging Policy states that you should not ask customers to share full-length payment card numbers, financial account numbers, personal ID card numbers, or other sensitive personal identifiers in chat. Specific categories, such as healthcare providers, are subject to additional data privacy rules.

Meta's Commerce Policy also bans transactions and promotions for certain products, such as weapons, gambling, adult content, and unregulated health supplements. Review both policies before creating campaign templates.

7. Billing

Meta charges per template conversation based on the recipient's country and template category (Marketing, Utility, Authentication, or Service). You pay your CampaigningTool software subscription separately, and Meta charges are passed through at official rates without markup.
